Why doesn't Allah destroy the people who are arrogants? who are so boastful, jealous of others, or even abusive? I like to answer this question from few point of views. One, from the Holly Quran we know that Allah "selects" people as tools to set example. So Allah has selected those group of people for rest of the people as an example, who cannot be followed.
Second reason is to control and train our nafs with patience, how to behave in a specific way toward them and also how to link their behaviors remembering the history/stories taken from the Quran and learning the lesson by heart.  
Third, survival also gives them an opportunity to repent and change their behavior. Remember, if Allah has shown mercy and gave you opportunities then Allah is also their creator, He is going to give them chances and opportunities to change their behavior and come back to him.
